Danial Mah Abdullah
Danial is the Director-General of Labuan FSA, the regulatory agency of Labuan International Business and Financial Centre. Danial assumed the position of Director-General with effect from 3 October 2017. Prior to this, he was the Deputy Director-General of Labuan FSA, a position he held since 2007. He has worked in Labuan FSA since the early years of the establishment and had held various positions in the organisation. Danial is a member of the Executive Committee of the International Islamic Financial Market (IIFM), Financial Stability Committee as well as Board member of the IIFM, Labuan IBFC Incorporated Sdn Bhd, LabuanFSA Incorporated Sdn Bhd and Pristine Era Sdn Bhd.
Danial is a Chartered Accountant registered with the Malaysia Institute of Accountants and also an Associate Member of the Institute of Bankers Malaysia. He holds a Bachelor of Accounting from the University of Malaya and a Masters in Business Administration (with Distinction) from Manchester Business School, United Kingdom. -
Akihiro Yamamoto
Mr. Yamamoto is the managing director of SBI Ventures Malaysia Sdn Bhd. He stays with SBI Group for more than 10 years in total, and is responsible for overseas equity investment and overseas business development. He started his career as Fund Manager for equity investment in Japanese insurance company. Then, he worked for SBI Investment for 8 years as Venture Capitalist with heading up an investment team as General Manager. Later, he was in GE Capital Asset Finance Corporation as Equity Director, and rejoined SBI Group in 2009.
He has wealth of experiences in VC/PE investment in the past for more than 15 years includes successful IPOs and M&As which realized multiple returns to fund investors.

Andrew Pal
Andrew has had 25 years’ experience in the futures industry and more recently in fintech and FX prime broking. He is currently the Chief Strategy Officer of the Gibraltar Stock Exchange Group, based in Singapore. Recently, he has specialised in advising the Finance-Blockchain Complex: exchanges, banks and financial institutions on regional expansion, liquidity provision, membership access to listing regulated securities and settling such securities on new technologies to effect efficiency and revenue.
He previously advised a leading multi-asset brokerage and prime services provider on enhancing their Greater China client offering. Prior to this, he advised Shanghai International Energy on their now launched RMB denominated crude oil future. This is a "One Belt, One Road" initiative to utilise listed derivatives (futures) as official commodities benchmarks.
His experience is grounded in various management, sales and technology roles at UBS over a 20-year period in Singapore and Sydney, including that of CEO UBS Futures Singapore.
Andrew holds a Bachelor's Degree in Economics and Arts from the University of Sydney. -
Anson Zeall
Anson Zeall is the Co-founder/CEO of CoinPip, a money transfer service leveraging on blockchain technologies. CoinPip is backed by 500 Startups, one of the most prominent venture capital firms in Silicon Valley.
Anson is also the Chairman of the Association of Cryptocurrency Enterprises and Startups Singapore (ACCESS). He is an instructor of blockchain 101 at General Assembly Singapore. Prior to CoinPip, he ran a private family office in Singapore managing various asset classes, equities, derivatives and real estate. Anson is an alumni of University of New South Wales and Columbia Business School. -
Arthur Lee
Arthur has 24 years of experience in technology and has helped accelerate the growth of multiple startups. In the past three years, he's been active in the digital asset industry as an advisor, the GM of a blockchain digital marketing agency, a core member of the Blockchain Committee for the Fintech Association of Hong Kong, and a founding member of the Labuan Fintech Association.
He is now the Chief Marketing Officer for Fusang, which operates a regulated exchange for the listing, trading, and servicing of digital securities. -
Chia Hock Lai
Chia Hock Lai is the CEO of Switchnovate, a FinTech consultancy firm that provides financial blockchain solutions, and has close to 2 decades of experience in the financial and technology industry. He has previously worked in organisations like Government Technology Agency of Singapore (GovTech) and NTUC Income. He is also an alumnus of the National University of Singapore (NUS) and Nanyang Technological University (NTU).
Besides being the founding president of the Singapore FinTech Association and chairman of the Singapore Blockchain Association, he is also a Fellow of the Singapore University of Social Science, member of the IBF Technology & Operations (T&O) Industry Workgroup, member of the Banking & Finance and Fund Industry panel of Nanyang Polytechnic, and advisor to start-ups. He also speaks frequently on topics related to FinTech and Blockchain at international events and universities.
Under his leadership, the Singapore FinTech Association (SFA) has grown its membership base to more than 350 corporate members, with an extensive international partnership network in 35 countries. NTUC conferred the prestigious "Partner of Labour Movement" award to SFA and him in 2018 and 2019 respectively, in recognition of their work in helping workers to re-skill and up-skill into FinTech. In January 2019, SFA made history by becoming the first NTUC U Associates to become an affiliated association of NTUC. NTUC. In addition, he was amongst the LinkedIn Power Profiles for Finance in 2018, for his active contribution as a key opinion leader in the
professional FinTech and Blockchain community.

Chua Wei Min
Chua Wei Min is a Director of ZICO Insights Law LLC and ZICO Trust Labuan. She specialises in cross border corporate and commercial transactions, mergers and acquisitions and private equity, and regulatory compliance.
She has extensive experience in advising on legal and compliance issues in foreign direct investments in all sectors and works closely with clients on practical solutions. Wei Min is also experienced in private client work involving trusts and foundations (family and philanthropic).
She advises on the use of such structures for commercial and restructuring purposes. -
David Chen
David Chen has been the Vice President of Global Business at Huobi Group since 2018. Farah Jaafar
Farah is the Chief Executive Officer of Labuan IBFC Incorporated, a wholly owned subsidiary of Labuan Financial Services Authority, the statutory Regulatory Authority for Labuan International Business and Financial Centre, operating under the purview of Ministry of Finance, Malaysia. Labuan IBFC Incorporated serves as the jurisdiction’s official market development agency.
A seasoned strategic communication, market development and financial services professional, she brings with her experience spanning more than 25 years in wholesale financial services, putting her in good stead to develop Labuan IBFC as Asia’s go-to mid-shore wholesale financial intermediation centre.
Formerly attached to the Asian Institute of Finance and Bursa Malaysia (Malaysia’s national stock exchange), Farah has served in numerous senior market development and strategic communications roles.
She has also represented the Association of Stock Broking Companies Malaysia, a nationwide industry led lobby group representing Malaysian stockbrokers during the demutualisation exercise of the national exchange, allowing her a unique hands-on experience surrounding high strategic level issues relating to multiple stakeholder management, eco-system curation and long-term strategic business strategy.
Passionate about equality, financial inclusion and win-win partnerships, she strongly believes that “a rising tide lifts all boats”. Farah has an LLB (Hons) from Sheffield University, United Kingdom. -
Gavin Lim
As the Chief Executive Officer of HWGG Capital P.L.C (HWGG Capital), Gavin Lim implements the company’s business strategy while ensuring smooth and efficient progress of the operations, development, and marketing of the company’s blockchain project. He is committed to delivering the latest blockchain payment solutions and services to Asian market through HWGG Capital while expanding the global exposure of the company’s brand.
Lim holds a Bachelor of Arts (Honours) in Finance and Investment Management from the University of Northumbria, United Kingdom. At the age of 28, he was appointed as the Director of Ho Wah Genting Group Sdn Bhd in 2016. Apart from running the first licensed blockchain payment company, Gavin also holds numerous positions in other top corporations including Executive Director of Ho Wah Genting Holiday Sdn Bhd. -
George Kesselman
George Kesselman is Co-Founder and CEO of Anapi, a growth-stage startup that applies machine learning and deep technology to manage risks for businesses. A recognised expert in insurance and technology, George is a president of InsurTech Asia Association and was previously COO of AIG Insurance and head of special projects at AXA Insurance.
He holds a Master in Business Administration from the University of Western Ontario and an undergraduate degree in Computer Engineering. -
Gopal Kiran

He is an active speaker in the region, having spoken in over 90 conferences on diversified forums and topics. His recent presentations subjects include financial inclusion strategies, open API and platform based business models, blockchain, AI, banking innovations and Islamic fintech, regulations. He is among the incumbent fintech members in ASEAN and an architect of multiple fintech solutions that have been successful in going to marke.
Gopal has represented Ernst & Young on multiple digital and fintech forums and very proactive in establishing relationships with industry ecosystem (central banks, FIs, fintech start-ups, VCs, etc) and managing alliances to the firm. -
Henri Arslanian
Henri Arslanian is the PwC Global Crypto Leader and Asia FinTech Leader, the Chairman of the FinTech Association of Hong Kong and an Adjunct Associate Professor at the University of Hong Kong where he teaches the first FinTech university course in Asia.
Henri leads PwC’s crypto efforts and advises many of the world’s leading crypto exchanges, funds, custodians and token issuers on a broad range of crypto matters from regulatory and tax to governance and capital raising. He also advises many of the world’s leading financial institutions on their crypto initiatives as well numerous governments, regulators and central banks on crypto regulatory and policy matters.

Henry Chong
Henry Chong is the Chief Executive Officer of the Fusang Group. At Fusang, Henry is responsible for the group’s overall strategic direction & mission. He is the key architect in the growth of Neurogine Group as a mobile banking and mobile payment technology and platform provider since 2015, and is now expanding the group to provide Crypto Payroll and Pension Program (CP3) services, cryptocurrency trading and exchange.
Neurogine Group operates in Cambodia, China, Indonesia, Japan, Laos, Myanmar, Philippines, Thailand, USA and Vietnam with Labuan Financial Services Authority approved licenses for money broking, credit token and payment system. Owen leads a team to connect countries in the Asia Pacific basin with China, Japan and USA with mobile banking services with mobile payment and cryptocurrency features. Wilson Beh
Wilson is the Partnership Director and a Founding Member of the FinTech Association of Malaysia, the national FinTech platform. He is also a Co-Founder of PolicyStreet, a FinTech company and a Financial Adviser approved by Bank Negara Malaysia, which advances the best-in-value business and individual insurance with a hybrid O2O model.
Prior to venturing into FinTech, he worked in Maybank Investment Bank, where he was involved in advising ASEAN and Greater China conglomerates in debt financing and cross border transactions.
He graduated with a Bachelor of Management (Honours) with a major in Finance from USM, and was awarded a full scholarship to study at Marymount University, U.S.A., by the Fulbright Commission. Yon Zahimah
Madam Yon's current portfolios include managing the communications for Labuan FSA which comprises stakeholders engagements and external relations, managing collection and analysis of comprehensive data through statistical management system and providing analysis on issues impacting Labuan IBFC. She also handles secretarial work for the organisation.
Other portfolios previously covered by her include managing the business development team in promoting Labuan IBFC's products and services and thereafter, managing the business operations team in licencing of financial institutions as well as handling operational matters relating to the industry players in Labuan IBFC.
Before joining Labuan FSA, Madam Yon had the opportunity to work with domestic and international banks in Labuan IBFC. -
Zhu Wei
Wei Zhu is an accomplished leader in the technology space with over 20 years of experience. He is the founder and CEO of Axinan, a full-stack Insurtech company based out of Singapore. Prior to Axinan, Wei served as the Chief Technology Officer of Grab, the largest ride-hailing company in Southeast Asia.
Wei was also one of the first 100 engineers of Facebook where he spent six years after an eight-year-stint with Microsoft in the U.S. Wei received a bachelor’s degree in Computer Engineering from the University of Washington
