Datuk Danial Mah Abdullah
Danial is the Director-General of Labuan FSA, the regulatory agency of Labuan International Business and Financial Centre. Danial assumed the position of Director-General with effect from 3 October 2017. Prior to this, he was the Deputy Director-General of Labuan FSA, a position he held since 2007. He has worked in Labuan FSA since the early years of the establishment and had held various positions in the organisation. Danial is a member of the Executive Committee of the International Islamic Financial Market (IIFM), Financial Stability Committee as well as Board member of the IIFM, Labuan IBFC Incorporated Sdn Bhd, LabuanFSA Incorporated Sdn Bhd and Pristine Era Sdn Bhd.
Danial is a Chartered Accountant registered with the Malaysia Institute of Accountants and also an Associate Member of the Institute of Bankers Malaysia. He holds a Bachelor of Accounting from the University of Malaya and a Masters in Business Administration (with Distinction) from Manchester Business School, United Kingdom. -
Andrew Pal
Andrew has had 25 years’ experience in the futures industry and more recently in fintech and FX prime broking. He is currently the CEO of GSX Asia, based in Singapore. Recently, he has specialised in advising the Finance-Blockchain Complex: exchanges, banks and financial institutions on regional expansion, liquidity provision, membership access to listing regulated securities and settling such securities on new technologies to effect efficiency and revenue.
He previously advised a leading multi-asset brokerage and prime services provider on enhancing their Greater China client offering. Prior to this, he advised Shanghai International Energy on their now launched RMB denominated crude oil future. This is a "One Belt, One Road" initiative to utilise listed derivatives (futures) as official commodities benchmarks.
His experience is grounded in various management, sales and technology roles at UBS over a 20-year period in Singapore and Sydney, including that of CEO UBS Futures Singapore.
Andrew holds a Bachelor's Degree in Economics and Arts from the University of Sydney. -
Farah Jaafar
Farah is the Chief Executive Officer of Labuan IBFC Incorporated, a wholly owned subsidiary of Labuan Financial Services Authority, the statutory Regulatory Authority for Labuan International Business and Financial Centre, operating under the purview of Ministry of Finance, Malaysia. Labuan IBFC Incorporated serves as the jurisdiction’s official market development agency.
A seasoned strategic communication, market development and financial services professional, she brings with her experience spanning more than 25 years in wholesale financial services, putting her in good stead to develop Labuan IBFC as Asia’s go-to mid-shore wholesale financial intermediation centre.
Formerly attached to the Asian Institute of Finance and Bursa Malaysia (Malaysia’s national stock exchange), Farah has served in numerous senior market development and strategic communications roles.
She has also represented the Association of Stock Broking Companies Malaysia, a nationwide industry led lobby group representing Malaysian stockbrokers during the demutualisation exercise of the national exchange, allowing her a unique hands-on experience surrounding high strategic level issues relating to multiple stakeholder management, eco-system curation and long-term strategic business strategy.
Passionate about equality, financial inclusion and win-win partnerships, she strongly believes that “a rising tide lifts all boats”. Farah has an LLB (Hons) from Sheffield University, United Kingdom. -
Gavin Lim
Gavin is the Executive Director and CEO of Ho Wah Genting Investment Bank. He graduated from University of Northumbria, Newcastle Upon Tyne, United Kingdom in Finance and Investment Management.
He started career as a finance executive in a manufacturing company based in Indonesia and was promoted to lead its business development prior to leaving the company. He also started the information technology company, Kloudbits Sdn Bhd, and currently remains as a Director.
Gavin is heavily involved in developing the blockchain payment sector by leading the development, compliance, marketing and business operation of a licensed entity by Labuan FSA -
Helen Walbey
Helen is a policy expert with twenty years experience in gender, entrepreneurship and financial inclusion. She has a particular interest in the financial inclusion of women and other disadvantaged groups and ensuring that effective policy and regulation leaves no one behind.
Helen is leads the global workstream for Gender Inclusive Finance at the Alliance of Financial Inclusion based in Kuala Lumpur, Malaysia. The Alliance for Financial Inclusion, or AFI, is a global network of financial inclusion policymakers and is member-based and member-owned.
The AFI network includes roughly 100 member institutions from nearly 90 countries. Helen supports AFI members, who are central banks and other financial regulatory institutions from emerging and developing economies, with developing gender sensitive regulation and policy to actively bring women access to the formal financial sector. -
Jack Xia
Jack is the Chief Actuary of Igloo, where he provides actuarial analyses, machine learning, and predictive modeling to the organization. Jack has a Ph.D. in Mathematics. He is a fellow of the Society of Actuaries (SOA) and Chartered Enterprise Risk Analyst (CERA). Prior to joining Igloo, he worked in Munich Re.
