Regulatory Recognition: A Sign of a Maturing Digital Landscape?

With a maturing digital landscape, there is a greater need for regulatory recognition.

This evolution is only natural as the convergence between legacy finance and its digital alternative intensifies; with the latter keen to boost the “perceived credibility” of the digital ecosystem and its players. All this while juggling a dynamic evolving regulatory landscape in multiple jurisdictions and operating in an ever challenging global environment, thanks to the pandemic the world is experiencing.

The webinar will kick-off with an overview of Malaysia’s and Labuan IBFC’s regulatory frameworks on digital assets and how digital players might benefit from statutory recognition in Malaysia. This is then followed by a panel session discussing the developments and possibilities moving forward in a maturing digital ecosystem.

Speakers
  • Andrew Pal

    Andrew has had 25 years’ experience in the futures industry and more recently in fintech and FX prime broking. He is currently the CEO of GSX Asia, based in Singapore. Recently, he has specialised in advising the Finance-Blockchain Complex: exchanges, banks and financial institutions on regional expansion, liquidity provision, membership access to listing regulated securities and settling such securities on new technologies to effect efficiency and revenue.

    He previously advised a leading multi-asset brokerage and prime services provider on enhancing their Greater China client offering. Prior to this, he advised Shanghai International Energy on their now launched RMB denominated crude oil future. This is a "One Belt, One Road" initiative to utilise listed derivatives (futures) as official commodities benchmarks.

    His experience is grounded in various management, sales and technology roles at UBS over a 20-year period in Singapore and Sydney, including that of CEO UBS Futures Singapore.

    Andrew holds a Bachelor's Degree in Economics and Arts from the University of Sydney.

  • Chua Wei Min

    Chua Wei Min is a Director of ZICO Insights Law LLC and ZICO Trust Labuan. She specialises in cross border corporate and commercial transactions, mergers and acquisitions and private equity, and regulatory compliance.

    She has extensive experience in advising on legal and compliance issues in foreign direct investments in all sectors and works closely with clients on practical solutions. Wei Min is also experienced in private client work involving trusts and foundations (family and philanthropic).

    She advises on the use of such structures for commercial and restructuring purposes.

  • Farah Jaafar

    Farah is the Chief Executive Officer of Labuan IBFC Incorporated, a wholly owned subsidiary of Labuan Financial Services Authority, the statutory Regulatory Authority for Labuan International Business and Financial Centre, operating under the purview of Ministry of Finance, Malaysia. Labuan IBFC Incorporated serves as the jurisdiction’s official market development agency.

    A seasoned strategic communication, market development and financial services professional, she brings with her experience spanning more than 25 years in wholesale financial services, putting her in good stead to develop Labuan IBFC as Asia’s go-to mid-shore wholesale financial intermediation centre.

    Formerly attached to the Asian Institute of Finance and Bursa Malaysia (Malaysia’s national stock exchange), Farah has served in numerous senior market development and strategic communications roles.

    She has also represented the Association of Stock Broking Companies Malaysia, a nationwide industry led lobby group representing Malaysian stockbrokers during the demutualisation exercise of the national exchange, allowing her a unique hands-on experience surrounding high strategic level issues relating to multiple stakeholder management, eco-system curation and long-term strategic business strategy.

    Passionate about equality, financial inclusion and win-win partnerships, she strongly believes that “a rising tide lifts all boats”. Farah has an LLB (Hons) from Sheffield University, United Kingdom.

  • Jonathan Lim

    Jonathan Lim is a corporate partner at Zaid Ibrahim & Co. with considerable experience in areas such as Fintech, venture capital, blockchain technology, payment systems, digital remittance, and initial coin offerings. His involvement in the Fintech sector also extends to advising clients on compliance matters relating to regulatory developments in the industry as set out by the Malaysian central bank (Bank Negara Malaysia) and the Malaysian Securities Commission.

    Jonathan is also well versed in advising both local and foreign clients on corporate transactions including mergers and acquisitions, corporate structuring, initial public offerings, takeovers as well as private funds, and has been involved in several landmark corporate transactions. Jonathan also has experience in advising start-ups and venture capital corporations on matters ranging from compliance to funding agreements.

  • Mohammad Ridzuan Abdul Aziz

    Mohammad Ridzuan Abdul Aziz has over 20 years of commercially–driven regulatory, compliance and technology experiences in Malaysia and Asia-Pacific. He actively provides business-oriented regulatory advice, solution and consultancy to banks, remittance companies, fund management entities, broker dealers (equity and derivatives) as well as sovereign wealth managers on regulatory requirements, compliance risks management, licensing, business viability and practical implementation of FinTech and regulatory technology (RegTech).

    Ridzuan is the Country Director, Malaysia and Head of ASEAN Business for WorldRemit, one of the fastest growing global online-only remittance providers head quartered in the UK. He also the current president of the Fintech Association of Malaysia since April 2018. He was the Chief Executive Officer of Sedania As Salam Capital Sdn Bhd, a patented fintech solution provider that utilises mobile airtime as the commodity for Tawarruq with over 40 financial institutions in Malaysia and also provides digital hub solution platform for banking digitisation.

    Ridzuan also co-founded RHT Compliance Solutions in 2013, the first and only integrated commercial outfit providing legal, governance and financial services regulatory compliance solutions for financial institutions in Malaysia, Singapore and Jakarta.
