Nik Mohamed Din is the Director General of Labuan FSA. Prior to his appointment, Mr. Nik Mohamed Din was the Director of Money Services Business Regulation, Bank Negara Malaysia (BNM) since 2016.
At Labuan FSA, he is responsible for the regulatory, supervisory, enforcement and development of the Labuan International Business Financial Centre (IBFC) which aims to be Asia’s premier financial intermediation Centre.
At his previous post at BNM, he was responsible for the regulation, supervision, policy-making and development of cross-border remittance, currency exchange and currency wholesale business in Malaysia. He joined BNM in 1991 and had served in various areas within the Central Bank, including bank regulation, Islamic banking and takaful as well as market development of international finance of the Labuan IBFC.
Mr. Nik Mohamed Din is the Vice Chairman of International Islamic Financial Market (IIFM). He is also Chairman of the Financial Stability Committee of Labuan FSA and a board of director of Financial Park (Labuan) Sdn. Bhd.
Besides holding a Chartered Banker certificate from the Asian Institute of Chartered Bankers, Mr. Nik Mohamed Din holds a Bachelor of Science in Economics and Accounting from the University of Bristol and a Master’s degree in Business Administration from the University of Warwick.
Datuk Iskandar is the Deputy Director General of Labuan Financial Services Authority (Labuan FSA). He is currently serving in a new leadership role as the Executive Chairman of Labuan IBFC Inc. for a two-year term effective 1 February 2022.
He commenced his career in Bank Negara Malaysia and was seconded to Labuan FSA in 1996. Cumulatively, Datuk Iskandar has over 30 years of experience serving in financial services regulatory and supervisory agencies.
He brings to his new role a wealth of related knowledge and experience and will lead a dedicated and professional team in Labuan IBFC Inc. that will be focused on driving strategic business initiatives to further develop Labuan IBFC.
The appointment of Datuk Iskandar reflects the continuous commitment of Labuan FSA and the Government to position Labuan IBFC as a thriving business and financial centre under the next phase of its development.
Aaron Gomez currently serves as Managing Director, Legal & Corporate of Asia Aviation Capital Limited, AirAsia Group's leasing platform. He also oversees Group Insurance and is the principal officer and a director of AirAsia Corporate Services Limited, AirAsia's captive insurer.
Aaron joined AirAsia in 2004 and has had various legal roles within the Group. Apart from his role in the setting up and management of AirAsia's aircraft leasing platform with leasing entities in Labuan, Singapore and Ireland, he has over the years contributed pivotally to numerous cross border corporate exercises including the formation of AirAsia's affiliate airlines and other aviation and non-aviation business joint ventures for the Group.Abdul Halim Jantan, FMII and a Certified Risk Management Practitioner.
A Malaysian citizen aged 66, he sits on various private company board, two public listed company board and a Commissioner for SPAN, Malaysia.

Idzuddin have held various role and position from his notable career in Insurance. With more than 25 years of service to the industry mainstream, his experience stretched across underwriting, insurance broking and reinsurance prior to joining Etiqa Offshore.
Guided by substantive insights from his past practices, Idzuddin plays a pivotal role in Etiqa Offshore in developing value Captive proposition which includes providing counsel to business organizations who wish to venture into Captive as part of their Risk Management milestone.Luke is a proficient insurance journalist and has reported the sector since 2021. From 2021 to 2022, he worked as a Reporter for the online publication Insurance Insider. During this period, he focused on various specialty lines, such as Political Violence, Trade Credit, Construction, Product Recall, and more.
Luke joined Richard Cutcher at Global Captive Media in September 2022 as a Senior Reporter for Global Captive Podcast and Captive Intelligence.
He studied on the BJTC-accredited Broadcast Journalism course at the University of Leeds. Luke then went on to gain a scholarship to study for a Master’s in Financial Journalism at University of London. He is based in London but has also spent a brief spell studying journalism in Hong Kong.
Marine Charbonnier serves as the Head of Captives and Facultative Underwriting, APAC & Europe at AXA XL. In this role, she spearheads the team dedicated to captives and facultative underwriting, supporting corporate clients in conceptualizing and creating intricate structured solutions. Possessing extensive expertise in alternative risk transfer, Marine boasts an impressive 30-year track record within the industry.
She initially joined AXA Corporate Solutions (now known as AXA XL) in 2013 as the Head of Integrated Solutions & Alternative Risk Transfer. Her contributions have consistently positioned her as a prominent authority in the international captive market, earning her repeated recognition among the top 50 influential figures in the field. Notably, she clinched the title of Captive Service Professional of the Year at the 2021 European Captive Review Awards.
Michael has led an international career spanning in excess of 30 years in senior roles in
Captive Advisory and Alternative Risk Transfer. During his career, Michael has gained extensive knowledge not only in Captive Advisory and Management but also in Reinsurance Analytics as well as latterly also the Insurance-Linked Securities (ILS)
markets.
He has worked in roles with leading global (re)insurance entities including Hannover Re, Zurich Insurance, a Luxembourg-based Captive Manager as well as two leading global insurance brokers. Three of these roles have been as Head of Captive Advisory.
Although Michael’s experience is global, he has spent several years working in both the Latin American and European markets in leading Captive business development roles.
Over the years he has also gained extensive knowledge in both deterministic and
stochastic analytics covering Captive retention and reinsurance analytics through to insurance solvency, capital and NAT CAT modelling.
In the 5 years prior to joining AON, Michael has operated independently as an Alternative Risk Transfer Consultant with a heavy focus on strategic and ILS business development projects for various clients in forming new ILS offshore cells as well as accessing and engaging with the ILS markets on behalf of potential sponsors and other market players.
A PETRONAS scholar, Nurhafizi joined PETRONAS in November 1997 as an Insurance Executive at Group Insurance & Risk Management Department, PETRONAS. He is currently the Senior Manager (Insurance-Business), Group Risk Management, PETRONAS.
Within Group Risk Management, he was responsible in managing all insurance procurement for PETRONAS Group of Companies including Employee Benefits, Construction, Marine, Upstream, Midstream, Downstream, Financial Lines and Liability insurances.
In 2018, Nurhafizi was also appointed as the Head, Planning, Underwriting and Reinsurance for Energas Insurance (L) Ltd, a wholly owned captive insurance companies of PETRONAS Group. As a captive, Energas insure PETRONAS risks locally and globally based on its risk appetite and underwriting mandate. Energas is currently rated "A" by AM Best, one of the few captives in Asia with such rating.
Nurhafizi holds a Bachelor of Science (Honours) in Economics from University of Warwick, United Kingdom. He has also attended various energy, marine, construction and liability advanced insurance courses and seminars in Malaysia and overseas.
Roy Sharma is the Principal Officer and Managing Director of an international reinsurance company based in Kuala Lumpur office. Other than being the country manager for Malaysia he is also responsible for developing and assisting their clients in Asia in certain specialized areas of insurance. His specialized areas include among others Political, Project & Credit Risk Insurance, Professional Indemnity, Management Liability Insurance, Financial Lines Insurance, Casualty Insurance, Extended Warranty Insurance and Affinity & Niche Solutions.
He read law in the City of London and was called to the Malaysian Bar as an Advocate & Solicitor. He started his career in the insurance industry in 1994 as an Insurance Broker and joined Antah Sedgwick Chartered Insurance Brokers, thereafter he joined, Aon Risk Services Malaysia and Aon Risk Services Singapore. In April 2006 Roy then joined Arthur J Gallagher Asia (L) Bhd a reinsurance broker that was rebranded as Asia Reinsurance Brokers (Labuan) Ltd in 2008 after a management buy out and was its MD since 2007.
Roy is also the President Commissioner of PT ARB Indonesia and a Board member of ARB’s parent company. Roy is the current Chairman of the Labuan International Insurance Association.

Zainal is the Managing Director of Actuarial Partners Consulting, and a pioneer in the actuarial field in Malaysia. He has been in consulting since 1982. His consulting experience spans the full spectrum of actuarial services including life and general insurance consulting, family and general Takaful consulting, retirement and employee benefit consulting and investment consulting. He was among the first five Malaysians to qualify as a Fellow of an actuarial professional body.
With the benefit of a long and diverse career in actuarial consulting, he currently specializes in the strategic aspects of takaful, insurance, IFRS 17 and retirement consulting.
He was a member of the International Accounting Standards Board Working Group in London which reviewed proposed changes to IAS 19, accounting for pensions and other retirement benefits. He is on the Malaysian Accounting Standards Board WG52 which was entrusted to provide feedback on IFRS 17 during the formulation phase on behalf of the Board. He subsequently sat in the MASB Transitional Resource Group on the implementation of IFRS 17 for takaful.
He is a Fellow of the Institute and Faculty of Actuaries of the UK, a Fellow of the Actuarial Society of Malaysia, Fellow of the Singapore Actuarial Society and an Associate of the Society of Actuaries in the USA. He is a past President of the Actuarial Society of Malaysia.
