Nik Mohamed Din Nik Musa

Nik Mohamed Din is the Director General of Labuan FSA. Prior to his appointment, Mr. Nik Mohamed Din was the Director of Money Services Business Regulation, Bank Negara Malaysia (BNM) since 2016.
At Labuan FSA, he is responsible for the regulatory, supervisory, enforcement and development of the Labuan International Business Financial Centre (Labuan IBFC) which aims to be Asia’s Premier International Financial Hub.

At his previous post at BNM, he was responsible for the regulation, supervision, policy-making and development of cross-border remittance, currency exchange and currency wholesale business in Malaysia. He joined BNM in 1991 and had served in various areas within the Central Bank, including bank regulation, Islamic banking and takaful as well as market development of international finance of the Labuan IBFC.

Mr. Nik Mohamed Din is the Vice Chairman of International Islamic Financial Market (IIFM). He is also Chairman of the Financial Stability Committee of Labuan FSA and a board of director of Financial Park (Labuan) Sdn. Bhd.

Besides holding a Chartered Banker certificate from the Asian Institute of Chartered Bankers, Mr. Nik Mohamed Din holds a Bachelor of Science in Economics and Accounting from the University of Bristol and a Master’s degree in Business Administration from the University of Warwick.

Datuk Iskandar is the Deputy Director General of Labuan Financial Services Authority (Labuan FSA). He is currently serving as the Executive Chairman cum CEO of Labuan IBFC Inc.

He commenced his career in Bank Negara Malaysia and was seconded to Labuan FSA in 1996. Cumulatively, Datuk Iskandar has over 30 years of experience serving in financial services regulatory and supervisory agencies.

He brings to his current role a wealth of related knowledge and experience and leads a dedicated and professional team in Labuan IBFC Inc. that is focused on driving strategic business initiatives to further develop Labuan IBFC.

Ms. Annie Undikai is the Founder and Group Managing Director of Brighton International Group Limited, with an illustrious career spanning over three decades in the insurance industry.

Under her visionary leadership, Brighton International Group has emerged as a prominent global player in insurance and reinsurance, renowned for its profound expertise in local and regional regulatory landscapes. The Group serves a diverse clientele of over 90 global entities, supported by a dedicated team of over 60 professionals across offices in Labuan, Kuala Lumpur, and Kota Kinabalu.

Annie holds a BA (Hons) in Accounting and Computing from the University of Kent, UK. She began her professional journey as an auditor with Hanafiah Raslan & Mohamad in 1983 and later became Group Financial Controller at Evergloss Group of Companies. Her foray into the insurance industry began in 1998 when she joined Etiqa Offshore Insurance (L) Ltd as Head of Operations and Marketing. After a brief stint at Asian Runoff Management Services Sdn Bhd, Annie founded Brighton Management Limited in 2005, marking the beginning of her entrepreneurial journey.

Recognised for her extensive regional industry knowledge, Annie has established herself as a respected leader and successful entrepreneur. Her profound expertise spans captive insurance, risk management, and regulatory compliance, earning accolades from clients and peers alike.

In 2020, Annie established Park Lane PCC Limited, a Labuan Captive Insurer with a Takaful Window, offering a cost-effective entry into captive insurance and access to the reinsurance market. Her leadership has significantly contributed to the rising awareness of captive insurance as a risk management solution, particularly in Asia. Her contributions to the field were recently recognised when she was named one of the Influential Women in Captive Insurance in 2024 by Captive Intelligence.

Annie also serves as Director of four subsidiaries within the Brighton International Group: Brighton Management Limited, Brighton International Management Sdn. Bhd., Park Lane PCC Limited, and Brighton Webbie Solutions Sdn. Bhd. In 2002, ventured into the insurance industry through Labuan (IBFC), Malaysia at Etiqa (Offshore) managing Labuan branches of international insurance entities with emphasis on financial reporting holding the position up to Principal Officer. Thereafter, joined Challenge Group in 2010 as insurance and underwriting manager specialising in captive management and underwriting, managing the group’s financial reporting and held the position as Principal Officer & Director. 

In 2015 joined Labuan Re and held the position up to Acting CFO and in 2018, joined the Archipelago Group taking the role of the Principal Officer & Director of the PCC (Protected Cell Companies) and Group CFO and then promoted to Principal Officer & Director of Archipelago Insurance Limited.

She leads the efforts in facilitating industry development through market analysis, as well as stakeholder outreach and engagement.

Ken Lim

Ken joined Milliman in 2018, based in Kuala Lumpur. He specializes in Property & Casualty, working on consulting projects in Southeast Asia and Greater China.

Ken specialises in property and casualty insurance. His experience includes:

  • Serving as the appointed actuary for a Brunei insurer.
  • End-to-end IFRS 17 Implementation, including but not limited to gap and financial impact analysis, methodology formulation, PAA eligibility testing, transition as well as parallel run
  • Regular reserving and second opinion reserving reviews for over 20 clients in Southeast Asia and Greater China.

Ken is a Fellow of the Institute of Actuaries, UK, and the Actuarial Society of Malaysia. He holds a BSc in Actuarial Science from the London School of Economics and Political Science, which he earned in 2015.

Lawrence Bird

Lawrence is in Marsh Asia’s Risk Advisory Practice and has responsibility for helping clients establish new captives and ensuring clients with existing captives optimise the strategic risk financing benefits their captives bring by focusing on retention levels and lines of business that may be suitable. He works primarily with the Risk Analytics team, the client service teams and the Chief Client Officers, which means Marsh provides a fully integrated service proposition focused on risk and risk financing with Captives at the heart of the risk financing strategy.

He has worked in the Captive Insurance field for 25 years. He was in Guernsey, Europe’s largest captive domicile, for 7 years and then moved to Bermuda, the world’s largest domicile, where he spent 16 years and was the Head of Marsh’s captive operation, the largest single captive office globally. Lawrence moved to Singapore in 2022 and is now focused on creating new captives and growing existing captives for our Asia clients. 

Lawrence has been in the insurance industry for 38 years and with Marsh for 28 years. 

He is a fellow of the Chartered Insurance Institute (FCII) and a certified member of the Institute of Risk Management (CMIRM).

Lim Sook Kim

Luke Harrison

Luke is a proficient insurance journalist and has reported the sector since 2021. From 2021 to 2022, he worked as a Reporter for the online publication Insurance Insider. During this period, he focused on various specialty lines, such as Political Violence, Trade Credit, Construction, Product Recall, and more. 

Luke joined Richard Cutcher at Global Captive Media in September 2022 as a Senior Reporter for Global Captive Podcast and Captive Intelligence.

He studied on the BJTC-accredited Broadcast Journalism course at the University of Leeds. Luke then went on to gain a scholarship to study for a Master’s in Financial Journalism at University of London. He is based in London but has also spent a brief spell studying journalism in Hong Kong.

Before joining Brighton Management Limited, he was the Chief Executive Officer of Etiqa General Insurance (Cambodia) Plc, where he led the pioneering work and operations of the non-life insurance segment in the Kingdom of Cambodia.

Prior to that, he was with Etiqa International Holdings Sdn Bhd as its Head of International Operations & Special Projects. Nazri Wong Abdullah also spent 10 years at Etiqa Offshore Insurance (L) ltd and Etiqa Life International (L) Ltd as the Principal Officer and Head of Labuan Operations. Pooba Mahalingam

Mr. Pooba Mahalingam - Regional Risk Consultant is based in Singapore with three decades of practical in risk/insurance. Mr. Pooba is a professional engineer and operates under "Talent Asia Training & Consulting" of Singapore. He is a regular lecturer with the Singapore College of Insurance (SCI) and the Malaysian Insurance Institute (MII). He is also the author of an MII publication entitled "Engineering Insurance".

Praveen Trivedi

Mr. Praveen Trivedi has about three decade’s rich professional experience wherein he has acted in various capacities including as practicing advocate, teacher, legal advisor, regulator, supervisor and administrator.

He joined Securities and Exchange Board of India (SEBI), the Indian securities market regulator in 1996. During his tenure of more than 22 years at SEBI, he handled host of the matters viz. regulation, supervision, investigation, inspection, litigations, administration, besides participating / heading various committees. While in SEBI, he was also posted to Ministry of Finance (MoF), Government of India for about 3 years and helped it on legal and regulatory issues. In MoF, amongst others, he was engaged in matters related to Financial Sector Legislative Reforms Commission (FSLRC) and also played a prominent role in drafting of Insolvency and Bankruptcy Code-2016, the first of its kind consolidated legislation to deal with Insolvency and bankruptcy in India.

Mr Trivedi joined IFSCA in January 2021 and amongst other departments, he is also HoD of Department of Insurance and Pension. He super headed drafting of all the regulatory frameworks for insurance business in the IFSCA.

Mr. Trivedi has unique experience of working with three regulators dealing with Capital Markets, Pension and now with IFSCA, a unified regulator established by Government of India to regulate financial services related to banking, capital markets, insurance and pension business within IFSC.

Before joining IFSCA, he was the Executive Director at Pension Fund Regulatory and Development Authority (PFRDA), the pension fund regulator in India, since June 2018. Mr Trivedi is a postgraduate in Law and has also acquired Post Graduate Diploma in Management of Financial Resources. He has recently been awarded Doctor of Philosophy (Ph.D.) in the area of Insolvency and Bankruptcy Laws.

Raul collaborates with different risk managers within the different strategic business units of the Group which includes Power Generation and Distribution, Food, Land Development, Infrastructure in ensuring risk transfer strategy is fit-for-purpose and is an optimal balance between transferring and retaining of risks.

Raul is an experienced insurance person who previously work in several industries including Logistics, Warehousing, Transport, Real Estate, FMCGs.

Roy Sharma

Roy Sharma is the Principal Officer and Managing Director of an international reinsurance company based in Kuala Lumpur office. Other than being the country manager for Malaysia he is also responsible for developing and assisting their clients in Asia in certain specialized areas of insurance. His specialized areas include among others Political, Project & Credit Risk Insurance, Professional Indemnity, Management Liability Insurance, Financial Lines Insurance, Casualty Insurance, Extended Warranty Insurance and Affinity & Niche Solutions.

He read law in the City of London and was called to the Malaysian Bar as an Advocate & Solicitor. He started his career in the insurance industry in 1994 as an Insurance Broker and joined Antah Sedgwick Chartered Insurance Brokers, thereafter he joined, Aon Risk Services Malaysia and Aon Risk Services Singapore. In April 2006 Roy then joined Arthur J Gallagher Asia (L) Bhd a reinsurance broker that was rebranded as Asia Reinsurance Brokers (Labuan) Ltd in 2008 after a management buy out and was its MD since 2007.

Roy is also the President Commissioner of PT ARB Indonesia and a Board member of ARB’s parent company.

Steve Tunstall

With over thirty years of experience in owning, running, and future-proofing companies across Asia, Steve has served as CEO, MD, and Chair, overseeing teams of up to 500 employees.

Currently, Steve holds positions as Director and Chair for multiple Captive & ILS vehicles regulated in Singapore, Hong Kong, Dubai, IOM, and Guernsey. As a Co-Founder of the Pan Asia Risk and Insurance Management Association, he is committed to advancing industry standards. 

Previously, Steve held pivotal roles including Head of Compliance, Insurance, Legal, and Risk at Cathay Pacific Airways, VP Risk at Genting Casinos, and MD at Jardine Schindler Lifts Singapore. 

His educational background includes an MSc in Project Management & Risk, a BSc in Surveying, and a Diploma in M&E Engineering. Steve holds professional certifications including MIRM, MBCI, MACostE, MSID, and MRICS.

Syahrul Imran Mahadzir

Director, Regulatory Policy Department
Labuan Financial Services Authority (Labuan FSA)

Syahrul Imran Mahadzir is the Director of the Regulatory Policy Department at Labuan Financial Services Authority (Labuan FSA). He currently oversees the development of prudential regulations and AML/CFT framework for Labuan financial market.

He obtained his Masters in Actuarial Science from the Heriot-Watt University, Edinburgh, Scotland in 2003 and is an affiliate member of the Association of Chartered Certified Accountants (ACCA), United Kingdom.

Since joining Labuan FSA in 2013, Syahrul has been spearheading the upscaling of Labuan’s prudential regulations vis-à-vis international standards. This include transitioning the Labuan banks into Basel II and Basel III requirements; introducing risk based capital for Labuan insurance business; enhancing captives’ solvency framework and streamlining the financial reporting practices for the market. His responsibility was later expanded in 2015 to oversee Labuan IBFC’s market development and tax policies. In this strategic role, he was heavily involved in formulating forward charting plans for the Centre; introducing the Labuan digital financial services; developing the Labuan business substance requirements; as well as promoting captive business developments.

Syahrul started his career in Bank Negara Malaysia, and subsequently was engaged by MNRB Holdings Berhad and Perbadanan Insurans Deposit Malaysia (Malaysia Insurance Deposit Corporation); prior to joining Labuan FSA. Collectively, he has 25 years of experience overseeing regulatory development, market strategies, supervisory monitoring and enterprise risk management.
